Target Outlet

Sweater:  Thrifted - $3.99, Pants:  Thrifted - $3.09, Boots:  F21

My entire outfit is brand new clothing from Target purchased from Goodwill.  Is it just my area Goodwill or have the stores turned into Target Outlets?
